I read both standards.
They are comprehensive.  They are very similar to the Canadian requirements for large reactors; the main difference is "the graded approach".  I think I know what that means.
The fuel enrichment limit is covered indirectly in RD-376, Section 7.26 on Safeguards.

Yes, I scanned the first one (RD-367) quickly.

One interesting thing is that I couldn’t find any restrictions on fuel enrichment level.

Does that mean that Canada allows Small Reactors with HEU ?

Haven’t the Slowpokes been converted to LEU – or decommissioned ?

Puzzling.

....or intentionally ambiguous ?
