I can't stop being surprised at how some individuals can take responsibility for the whole project or the maintenance outage.

Before this statement was issued, the people responsible for that project had a schedule lined up with critical tasks. This is how the public should be informed in such cases.

Although a personal opinion based on experience is an important part of the engineering judgment, one should keep in mind that it is still just a fraction of the task.

We should never rely completely on subjective feelings, rather complement objective tools with engineering judgment.
