RE: [cdn-nucl-l] Fred Boyd letter: CNSC freezing out CANDU
Working from memory:
I am not aware of any "foreign" reactors in the US, although the
next-generation CANDU was one of the first designs to receive generic
USNRC design approval.
The early French reactors were essentially Westinghouse PWRs, but the
Framatome designs have evolved since. Early British reactors were
home-grown designs, but there is currently a two-unit
Westinghouse-design PWR under construction (or operating?).
Early Japanese reactors were essentially American-design PWRs and BWRs,
but like the French have evolved.
China has a mix of French-, Russian-, Canadian-, and indigenous-design
and construction. Westinghouse has just signed and the US government
has approved an agreement that might allow Westinghouse to compete in
the Chinese market.
Best regards.

Just out of curiosity are there any "foreign" reactors on US soil?
French soil? British soil?
It's interesting that the AVRO ARROW program was cancelled under another
good ole boy Conservative leader.
Just another conspiracy theory I suppose.
Oh well, Cheers to all.

I didn't read the Citizen article. Which proposed regulations would
freeze out Candu? Do they relate to void reactivity coefficient?

Freezing out Candu
The Ottawa Citizen
Wed 03 Jan 2007
Letter by Fred Boyd
This editorial with the provocative and erroneous headline may have a
point about the desirability of "open markets" for any new nuclear power
plants in Canada. However, the editorial writer may be unaware that
Linda Keen, the head of the Canadian Nuclear Safety Commission, the
nuclear regulator, is proposing rules that would exclude an updated
version of Candu plants.
Under the guise of "international standards" she is preparing to impose
rules derived for U.S.-style nuclear reactors that would preclude the
licensing of enhanced Candu plants such as those Atomic Energy of Canada
Limited has built (on time, on budget) in China and Korea over the last
decade. This is despite the fact that existing Candu reactors are as
safe (or safer) than those in any other type of nuclear power plant.
Given an even playing field, I am confident that AECL's enhanced Candu
design can compete with any nuclear power plant design. It would be a
travesty if our own nuclear regulator forced our utilities to buy
offshore and thus destroy Candu in a move that would echo that earlier
tragedy, the Avro Arrow, Canada's cancelled jet-fighter program.
