[cdn-nucl-l] Radioactive What -

I just read an article about how OPG is not committed to CANDU.  The 
following is a quote:

"Critics have questioned the competitiveness of AECL's heavy-water 
reactor, which requires fuel rods that are subject to expensive retubing 
and the production of radioactive heavy water, as opposed to Areva's 
pressurized-water design."

Should the phrase

"production of radioactive heavy water"

 be

"production of expensive heavy water". 

I thought the problem with heavy water was cost, not radioactivity.
