Are we going to have another "Avro Arrow" disaster?  The USA does not
want another competitor in the nuclear reactor business.  The USA wants
to sell its reactors to Canada for the same reasons that AECL wants to
sell them to Canada - showcasing.  The USA wants all the Canadian
nuclear engineers.  The USA told Diefenbaker that they would shut Canada
down if we built the Arrow.  I expect that the notes being sent to
Harper are similar in tone.
