We could follow the Russian example.  Stop all our industries, create
universal unemployment, disrupt all social structure, and accept a
shorter, sicker, hungrier life as normal.  Russia achieved significant
carbon dioxide emission reductions using this technique.

Besides, we need twice as much electricity immediately so we can convert
our cars from filthy gas to clean electric motors.  This would be a
tremendous efficiency improvement.  But we need more electricity to do
it.  So significant efficiency improvements require major electricity
increases.
