Isn't this a no-brainer? If a coal fired plant is shut down, it should
be replaced by a fission reactor to take advantage of the grid being in
place at that location? Also, this will preserve some degree of
employment in the affected area.
My approach - build the fission reactor at the coal plant site,
gradually turn up the fission system as you gradually turn off the coal
system, then remove the coal burning equipment. Nobody in the coal
plant loses a job if this is done right.
