I been reading this report:

Cost Benefit Analysis: Replacing Ontario s Coal-Fired Electricity 
Generation
Prepared for Ontario Ministry of Energy
Prepared by DSS Management Consultants Inc. RWDI Air Inc.
April, 2005

An interesting point was stated on page 16

"The ambient concentrations of these pollutants are influenced by 
various sources including transboundary air pollution and vehicle 
emissions."

So even shutting down the coal fired electricity will only make a 
small improvement.  We need to change over to electric cars to make a 
big improvement.  More than that, we need the USA to make a similar 
improvement.

Ontario could lead the way by building 15 more reactors and getting 
people to use plug-in hybrid cars for traveling to work.  That example 
would encourage a similar response in the USA.

One advantage of this would be the elimination of vehicle emission 
testing centres in Ontario.  Without any emissions from the cars, 
these centres would not be needed.  Hooray!

I realize that the social impact of this idea makes it almost 
impossible to achieve.  What would happen to the gasoline selling 
business if people only had to buy gasoline once a year?  There are 
lots of consequences like this.
