Ontario has submitted a joint proposal with Hydro-Quebec and engineering construction firm SNC Lavalin to support the Atlantic province's bid to develop the Lower Churchill project, said Ontario Energy Minister Dwight Duncan. The project has been a priority for the Newfoundland government, which has been after a development deal for two decades. An agreement in principle with Quebec was announced two years ago, but it was abandoned amid protests and the resignations of two board members at Newfoundland and Labrador Hydro. The existing hydroelectric power project up river at Churchill Falls has served as a point of contention for the two provinces. A deal made in the 1960s to develop the site has resulted in at least $850 million in profits for Quebec but little for Newfoundland. That's mainly because the Atlantic province failed to take into account rising electricity rates when the deal was inked. The province has unsuccessfully challenged that deal in court.
