difficult.  Consider used once fuel.  It is essentially harmless and

So I want to set up a "Used Once Fuel Benefit Maximization 
Organization" to plan the future handling of used once fuel.  The 
stuff is worth more than gold, and accumulates at a rate that exceeds 
the appreciation of gold.  It is worth a fortune, and some goof balls 
want to bury it!  Come on!!!!
