The application, the first since 1973, is a merely test of the government's
updated approach to approving reactors.

WASHINGTON -- Seven companies have agreed to jointly apply for a license to
build a new commercial nuclear power plant, the first new reactor
application to be filed in three decades, the companies announced yesterday.
