CERNAVODA 1 RESTARTS WITH IMPROVED WATER LEVELS

The Cernavoda 1 CANDU reactor in Romania restarted on September 19. The unit
was forced to shut down in August as a result of low water levels in the
Danube River. With the river less than two metres deep, the plant was unable
to draw cooling water for turbine steam condensation. Water levels in the
river were raised by Romania releasing water from a dam near the
Serbian-Montenegrin border.

The three-week shutdown of Cernavoda deprived Romania of its low cost
nuclear generation and cost the utility Nuclearelectrica about $9 million
U.S.
