Dominion, Exelon file early site permit requests
Dominion and Exelon submitted early site permit (ESP) applications to NRC
Sept. 25 for North Anna and Clinton, respectively. The two companies are the
first to file the applications. An ESP allows a company to hold a site for
10 to 20 years before applying to actually build a new reactor on it. An NRC
staffer said the applications, submitted in CD-ROM format, would probably be
publicly available in a few days. NRC will perform an acceptance review of
each application to determine if it contains enough information for a formal
review. Under NRC regulations, an acceptance review must be completed in 30
days. Dominion's North Anna site, which has two operating PWRs, was
originally envisioned to have four units. When plans to build North Anna-3
and -4 were canceled in 1982 and 1980, respectively, the company had already
received construction permits. Exelon's Clinton station was designed for two
units, but only one, a BWR, was built. Exelon also has said Clinton is an
attractive option because it is near major existing transmission facilities.
Entergy also plans to submit an ESP application for its Grand Gulf site.
