ONTARIO MUST FACE NEED TO ATTRACT CAPITAL FOR ELECTRICITY INFRASTRUCTURE

The most critical issue facing Ontario today is how to attract capital to
upgrade and expand transmission capability, according to Peter Budd,
Chairman of the Ontario Energy Association and member of Ontario's
electricity and conservation and supply task force. He noted that there is a
large difference in rates of return between Canada and the United States for
these types of facilities. A critical part of what is needed is regulatory
reform, according to Mr. Budd.

Another urgent priority is co-ordinating with the province of Quebec to
improve provincial interties.

With respect to generation, Mr. Budd said that Ontario Power Generation and
Bruce Power must continue with their plant refurbishment of the Pickering A
and Bruce A nuclear generating stations.

Finally, he noted that the public and politicians must be prepared to pay
the price for reliable power.

"If the public wants reliable power, then it's got to pay for it."
