Adam, Your reply doesn't distinguish between politics and regulation. My
question related to politics. The earliest Ontario Hydro published
estimate for Darlington I am aware of was $2 B without D2O for a 1983
in-service date. I estimated the D20 cost based on numbers used at the
time and escalated the total to 1993 figures to make the original
comparable with the final. Note that normally the final cost of
Darlington is reported at $14.4 but that reflects dollars of 4 different
years, which isn't very helpful except for accountants. Tom
