An interesting move but good for the Russians. Wonder what this 'new

Japan Gives Russia Nuclear Waste Reprocessing Complex
Japan has given Russia a floating complex for the reprocessing of liquid
radioactive waste from nuclear-powered submarines, RIA Novosti news agency
reported on Thursday.
The complex has a pictoresque name: "Lily of the Valley."
It was built with Japanese funds in a specialized factory in Russia's Far
East. Its costs reached some $40 million, RIA Novosti quoted factory
managers as saying.
The complex was officially given to Russia for exploitation today. Japan's
diplomatic officials in the Far East attended the ceremony.
The complex will reprocess liquid radioactive waste using a new technology.
