Why would anyone go to the trouble and expense to build and operate high 
energy electron generators when they are not as effective at high volume 
irradiation as gamma rays that are naturally emitted from some relatively 
easy to produce materials. In fact, some of the materials that make decent 
gamma sources are "free" since some people insist on calling them waste.

As was pointed out in Morgan's recent note about the Co-60 bombs for medical 
use, controlling gamma exposures is not rocket science.
