This may be true, but I think we have to start by communicating our message
-- we don't even do that yet.

In my mind the best "bang for the buck" would be obtained from a new
television ad campaign -- something non-aggressive like those effective ads
for the logging industry that leave you almost convinced that they know what
they're doing.  Problem is, you don't run good ads without corporate
sponsorship, and you don't get (significant) corporate sponsorship unless
there's some short-term political gain.  If you run ads under such
circumstances (for example, while a Canadian utility was seeking to build a
new reactor... yeah right), then cynicism over motives kicks in, and the
message is lost.

We need the industry to look over the horizon, and fork up the resources
needed to cultivate positive memes now.  Exemplary plant operation only gets
you moderate support, as experience to date shows.
